Image quality starts with the signal.

Resolution, tonal precision and chroma sampling together determine how much information remains in the picture.

Resolution

UHD carries four times as many pixels as HD. That alone says nothing about colour or tonal precision.

HD1920 × 1080UHD3840 × 2160

More tonal values. More room.

8, 10 and 12 bit mean 256, 1,024 and 4,096 possible code values per channel.

8-bit256
10-bit1,024
12-bit4,096

Same pixels. More colour information.

Luma remains full. The chroma rows show 25, 50 or 100 percent of colour sample positions per component.

4:2:0Y 100%Cb/Cr 25%
4:2:2Y 100%Cb/Cr 50%
4:4:4Y 100%Cb/Cr 100%

The percentages describe sample positions per component, not total quality or bitrate. Material, signal path and playback all matter.
